I infer from "I notice most of the plugin directories, that are
incorporated Ethereal have between 1-2 plugins" that you are referring
to directories in the Ethereal source tree, not in the directory in
which Ethereal is installed.

There is no limit other than an OS limit on the number of files in a
directory, and those limits are usually pretty large.
