Is there such a device that I could plug inline to check to see if a network (LAN or Wan) is allowing a specific port through?
 
My situation is that I'm engaged in a type of alarm monitoring via the internet and with all the different ISP's, router box's, networking equipment, etc I'm spending hours trying to make sure that the port I need is open. 
 
With a device I am envisioning I would  have 2 CAT 5 connections and I would plug inline at any given point in the network and check to see if the required port is open.
 
I have been trying to use ethereal to do this but I'm not getting desired results, having troubles finding a laptop NIC card that will work in promiscuous mode.
