It refers to the "subsystem" number in the nettl file header; HP
haven't, as far as I know, documented all of the nettl formats (I don't
know if they've documented any of them - I didn't do the nettl support),
so there are formats that Ethereal can't handle as nobody's
reverse-engineered that format yet.

You'd probably have to wait for somebody with sufficient familiarity with
nettl, and sufficient time, to figure that one out.  (I do not have
either, so don't reply to me, reply to the list.)

How was that nettl trace done?  (In particular, what subsystem was used?)
