Hi,
This is more of a developer question so you will reach more of the people
that have written dissectors by posting to ethereal-dev instead.

To write your own dissector is not that difficult.

Make sure to read everything in the doc directory
and then pick one of the existing protocols that is similar and study the
code.

Give your dissector a try and post to ethereal-dev for comments.

   I am not sure if dissecting is the correct word to use. (could be
decoding new packet)

(1) I have created a Regustration Packet which have its own format.
(2) How can I write a code so that ETHEREAL will well recognise it and
decode it
