So if you extract that RPM, presumably you get an Ethereal source
directory, with files in it such as "packet-ip.c".

What subdirectories are there of that directory?

If it's a *correct* Ethereal source RPM, and it was successfully
installed, there should be a "wiretap" subdirectory of the Ethereal
source directory.  If it's not there, then either

	1) something went wrong with the installation process (I can't
	   help you with that - I don't use Red Hat, or any other
	   RPM-based Linux)

or

	2) that source RPM is broken, and you should complain to whoever
	   packaged it.

On the other hand, Ethereal 0.8.18 is so old that you probably shouldn't
bother with that source RPM - just download the source from
www.ethereal.com, or find a source RPM for a newer version, such as
0.9.3.
