Sometimes random things happen.

Sometimes new networking software is installed and it changes things.

Windows is a black box, and there are limits as to how much the WinPcap
developers can do to anticipate its random behavior.

The FAQ

talks about more than just logins (in fact, it doesn't talk about logins
at all).  One thing it says, for Windows users, is "download WinDump and
try that, and if it doesn't work with WinDump, either, ask the WinPcap
people about it" (it mentions the WinPcap support page), which *does*
make sense.
