Hi,

The last time something like this happened to my XP box, it was
Kaspersky Anti-Virus or AVP at fault.

Do you have any anti-virus software running??

Otherwise, I have installed, uninstalled and reinstalled the various
versions of WinPcap and Ethereal on XP many times successfully.
