Yes.

The way to do it is to find a specification for Microsoft Network Load
Balancing heartbeat messages, and send it to "ethereal-dev@xxxxxxxxxxxx"
along with a capture file with those packets.

Without a specification, or a text file showing the output of some
packet analyzer that *does* dissect them, there's nothing we can do
about it - you can't write a dissector for a protocol if you don't know
what the data in the protocol's packets are....
