to port 23. When instructed to use another port it uses raw TCP.
My Linux telnet doesn't. It uses Telnet protocol even if going to another port, and I don't see a requirement in the Telnet RFC that says you must do otherwise. 

Or is this the Windows telnet client? In that case, all bets are off :-).
