Port 137 is the NetBIOS Name Service port for NetBIOS-over-TCP; port 138
is the NetBIOS Datagram Service port, and port 139 is the NetBIOS
Session Service port.  See RFC 1001 and 1002.

Browser protocol packets are sent out using the NetBIOS datagram
service, which means that for NetBIOS-over-TCP (a/k/a "NBT"), they get
sent from and to port 138.

...and some of the other browser messages are used by the machines that
are willing to become that selected computer, in order to hold an
election to see who gets to be that selected computer.
