Top-level entry, as in "give it a protocol of its own"?

I don't view them as being outside 802.11, just as I don't view the
source and destination addresses in Ethernet frames as being outside
802.3, or the source and destination addresses in Token-Ring frames as
being outside 802.5, or the source and destination addresses in FDDI
frames as being outside FDDI.

However, they could be put into a subtree under the 802.11 heading.

That'd be one possibility - anybody else care to vote on that vs.
putting the payload of 802.11 management frames into a separate
top-level protocol item?
