You should be able to download the ucd-snmp code
(ftp://ftp.net-snmp.org/pub/sourceforge/net-snmp/) and compile it for
windows and then make ethereal use it.  There is a pre-compiled
(older) version ucd-snmp of it in ftp://ucd-snmp.ucdavis.edu/binaries.
