It knows about some of them.

It would know about all of them only if people spent the time writing
the code to make it do so - and, if necessary, finding the information
necessary to do so, as I suspect not all NCP requests and responses are
documented.

Ethereal's developers generally have jobs that involve doing things
other than working on Ethereal, and also spend time doing stuff other
than writing code, so it's probably a mistake to expect that Ethereal
will necessarily do everything that you might want it to do.
