If you only have an .h file and a .dll file, I don't think you
downloaded Ethereal.

The win32 "version" of Ethereal, ethereal-0.8.16-capture.zip and
ethereal-0.8.16-non-capture.zip, are binary-only distributions.

The source code to Ethereal is not platform-specific. It is distributed
in the ethereal-0.8.16.tar.gz file. To unarchive it, you'll need
gzip and tar. Recent versions of WinZip can unarchive .tar.gz files,
too.
