Unfortunately, there's not much information available from a hard reset.

About the only thing I'd ask is whether you selected a filter by
clicking on the "Filter" button in the capture dialog box, choosing a
filter from the list or constructing it in that dialog box, and then
clicking "OK", but if it instantly resets on Capture/Start, you probably
didn't do that.

(The key bit of information you provided was the "98" after "windows",
which indicates that you're running an OS that has the annoying tendency
to allow applications to scribble all over the OS kernel's data
structures, making it somewhat unreliable.)
