There is a "capability" (CAP_NET_RAW) that, if set for a process, should
allow that process to use SOCK_PACKET and PF_PACKET sockets, at least in
the Linux 2.2.15 kernel, and probably other 2.2.x (and perhaps earlier
and later) kernels.  Those are the mechanisms used to do packet capture
on Linux.

I don't know whether there's any mechanism in Mandrake 7.2 to specify
that certain accounts should be given certain capabilities, however.
