Be sure to read the README.win32 file that comes with the Win32 package of
ethereal....

If you download the capture-enabled version of Ethereal for Win32, which
you did, you need to install the WinPcap driver. The URL is in the
README.win32 file.

If you don't care to capture packets but only want to read files created by
other sniffers, then the non-capture version of Ethereal for Win32 will
work for you, and it doesn't need WinPcap installed.
