I successfully run Ethereal on Win98, with an ethernet interface.
When you say "lib files", you do mean the *.dll files, right?
When you say "start the analyzer", do you mean you start the capture
with the "Capture | Start" menu option?

Do you have the Win98 WinPcap driver installed?

If so, try WinDump (from the same site). Does it capture packets?
