It seemed to be up when I tried it, just now; "the ftp site seems to be
down" should initially be treated as meaning "there is currently some
problem, either in the network or in the site, that is blocking your
access to it, but the problem may well be temporary, so try it again
later", not "that FTP site is permanently down, ask whether there's some
other way to get what's at the site".
