By "network", you mean "ethernet segment", right?

This behavior sounds as if you're on an ethernet switch and not
an ethernet hub. Is this the case? If so, you'll only see
your own traffic and broadcasts. (well, technically, multicasts destined
for you, too, if you're doing multicasts...)
