I've updated the INSTALL note to warn that you may need to install a
"developer's" package of GTK+ if you've installed GTK+ from a binary
package.

Longer-term, it might be nice to fix the configuration script, if
possible, to detect that a "user's" package of GTK+ or "libpcap" has
been installed, but no "developer's" package, and treat that as an
error.
