Perhaps we should update the README file to note that if you're
installing a binary "libpcap" package, you may have to install a
"development" package, not just an "end-users" package (I assume
"libpcap0" is the "end-users" package, if you have binaries of "libpcap"
programs, and "libpcap-dev" is a "development" package, if you have
source for "libpcap" programs that you want to compile).
