Its a function of the gsm_a dissector, which could go into an infinite loop. Unfortunately dissectors, which include packet-gsm_a.h, can reach this function via several exported functions. The UMA dissector and the bssap dissector were definitively affected. Additionally the camel, gsm_map and the gtp dissector were potentially affected. 

fyi, the bug id in the bugzilla database is 716.
