Hi,
I think I had a simmilar problem trying to build the 0.10.12 from the sources probably because of the PATH problem,
try to build from the latest SVN sources to see if it makes a difference.

will give you a good overview about the recommended tools.
You should have good reasons (and good knowledge with UNIX like build
environments) to compile Ethereal without cygwin installed (e.g. a bash
*is* mandatory).
