The S/370 Principles of Operation says the byte-oriented-operand feature is standard on System/370, implying what you say about S/360. Yes, there was a performance penalty in general, but I think the POP was silent about this, and to get details you had to dig into the individual manuals for each S/370 model. The instruction timings were published...
