Hi, Take a look in the file README.win32(in the top dir of ethereal) there is some instructions about Cygwin there, I haven't tried it myself so I've got no idea how difficult it is to get it working. Since you're not using MSVC, you can't simply run "nmake -f makefile.nmake setup" in order to download & extract them all, so you'll have to download each individually. After you're done extracting, you can run the "tree" command against your environment and diff it against mine to verify that everything is where it should be.
