But, I think in the future (once done with the test phase) mate should
move to epan, at that point we'll need to register mate after all the
dissectors ( inc. plugins) are loaded.
It doesn't matter, if Mate is a plugin or a part of libethereal. We have to add some code to arrange that Mate is initialized at last. I personally would prefer to keep it as a plugin for some time. This dissector is different to all other dissectors and needs some testing. 

BTW, what is the status of Mate's compability with tethereal?
