Yes.

Also, in case a particular dissector follows the draft implementation but not the RFC implementation,

I assume that there isn't already a dissector for the RFC version of the protocol (if there is, unless the versions are radically different, they should be in the same dissector, with a preference to select the version - and even if they're radically different, there should be a single dissector routine that just calls different routines for the different versions based on a preference).

Yes, as long as there's a comment indicating that it's for a draft version. (It'd be even better if a dissector were submitted that handles both the draft and RFC versions, with a preference setting to select the version.)
