The name of the python script is missing. -o is an option to the script. The 
rule comes from epan/dissectors/Makefile.am:

packet-ncp2222.c : $(srcdir)/ncp2222.py
        $(PYTHON) $< -o $@

Does your Makefile.am, and the generated Makefile, look like this?
