Currently, the Security Parameter Index (SPI) is represented as BASE_HEX in
packet-ipsec.c (esp.spi), but as BASE_DEC in packet-pktc.c (pktc.asd.ipsec_spi).
These definitions should be harmonized, IMHO. Does anyone have a preference
for one vs. the other? FWIW, I'm leaning towards the latter, but I'm biased ;)

(Feel free to check in this change immediately, then.)
