Are you using cvs head? If not, please do a 
rm -f epan/config.h
make -k maintainer-clean
cvs up
./autogen.sh
./configure ...
make all

Reason: epan doesn't have its own configure any more, it has been moved
back into the top level configure. This should solve the net-snmp problem.
