No, just every make that actually remakes things. :-)

I.e., a fix to rerun it every time would mean that it'd recompile
everything that includes "cvsversion.h" and relink even if no source
changed, unless we do some hack where we have make-version.pl write to
"cvsversion.h.new", or something such as that, and move
"cvsversion.h.new" on top of "cvsversion.h" only if it had changed.
