I have confirmed pod2html is in my Cygwin from the Perl download.  I put
pod2html in the build directory.  Still keep getting the same error.  Any
help would be appreciated.

Please keep your config.nmake up to date ;-)

Have a look at the two lines:

POD2MAN=$(SH) pod2man
POD2HTML=$(SH) pod2html

They will first start a bash, and *then* call the perl script.
