I'll let Richard Sharpe explain when it's useful.

What it does is, at least as I understand it, save, in raw binary form,
the bytes that are selected in the hex dump pane.  For example, if you
select bytes with the values FF 46 4F 4F and select that, the file to
which you save will have a 0xFF followed by "FOO" in it.

It's very different from the "save packets in capture file format"
functionality you get with "File->Save {As}".
