It shouldn't need to. If there are routines in "asn1.c" that you're calling but that aren't listed in "plugins\plugin_api_list.c", add them, rebuild all the relevant files (that requires GCC, so you might have to do that on a UNIX box) and try again - and send us a patch for "plugin_api_list.c".
Note also that your plugin will need to include "plugins/plugin_api_defs.h".
