"inet_ntop.c" was including <winsock2.h>, but "to_str.c" - and
"resolv.c" - weren't.

I changed them to include it if it's present, as not doing so may have
caused them to have different values for AF_INET6.  I'll see if I can
reproduce the problem on my home Windows partition without the fix and,
if I can, see if that fixes it.
