The environment variable %WINDIR% points to the top of the Windows tree.
The default placement of Windows is C:\WINNT in NT 4 and Win2000.  It is
C:\WINDOWS in Windows 3.1, Win95 (and probably 98 and ME), and WinXP.  I
don't recall what it is in NT 3.1 or 3.5.

It's best to expand %WINDIR%, because the install kit will allow you to
put Windows elsewhere if you really want to.
