Actually, I suspect you only need a subset of the files
in the ethereal source distribution to build
ethereal. Debian has an ethereal-dev package
http://packages.debian.org/unstable/devel/ethereal-dev.html
that provides only those elements necessary to use idl2eth to
build plugins. I haven't given it a try yet, but I suspect
that it's all you would need.
Unfortunately, this doesn't help you on Windows...
