As mentioned in my mail to Guy Harris, you are correct.

Anyway, a new patch against current CVS is up.  It performs wep decryption
before we perform defragmentation.  

I haven't finished testing it yet, but I don't expect to find any
problems (unless the fragmentation code was already broken..)
