I think that has more to do with when it was placed on SourceForge.
If you look in the CHANGES file you will find that the last update was
May 1999.  It also comes bundled with a version of libpcap 0.4 which I
think is also roughly a 1999 vintage.  Other than including
libpcap-0.4 the SourceForge version of tcpreplay looks identical to
the copy I pulled out of tcpdumps CVS tree months ago.
