Well, according to the SourceForge entry, it's not public domain, it's
BSD-licensed, but there's tcpreplay:

(I infer from the reference to "Matt Bing of NFR" on the page at

that this might be a descendant of the old tcpreplay from Anzen
Computing (who were bought by NFR - or, at least, their Anzen Flight
Jacket product was:

There's also a version of the Anzen tcpreplay in the tcpdump.org CVS
tree.
