Hi,

I noticed that on Windows all the plugins are linked with static C runtime
libraries while the rest of ethereal seems to be linked with dynamic ones.
Is this an oversight?  

I also notice that the LOCAL_LDFLAGS defined in ethereal/config.nmake is not
being used in any of the plugins Makefiles.  Is this also an oversight?
