Yes.

You download "ethereal-0.8.20.tar.gz" (or 0.8.21 or 0.9.0 or whatever
the current version is when you download it; currently, it's 0.8.20)
from

You will need to have software that can uncompress gzip files and that
can extract from a tar file, as the file in question is a gzipped tar
file.  The Cygwin software is available from Red Hat at

	http://sources.redhat.com/
