Well, I downloaded it, and it doesn't seem to change the quoting. 
Perhaps it fixes them in some other fashion, but the changes that quote
the variables are in libtool CVS but do not appear to be in 1.4.2; see,
for example, change 1.266 in

	http://subversions.gnu.org/cgi-bin/cvsweb/libtool/ltmain.in

which is not in the 1.4.2 branch.
