No.

You can take the source code for Ethereal, and compile it on Windows NT
(definitely 4.0, probably 5.0 a/k/a Windows 2000, probably 5.1 a/k/a
Windows XP) with Microsoft Visual C++ 6.0 (and possibly earlier
versions).

It may be possible to compile it on Windows OT (95, 98, ME) as well.  I
have not tried it, and don't particularly want to use Windows OT any
more than I absolutely have to.

Read the "README.win32" file that comes with the Ethereal source for
information on building Ethereal for Windows; there's more to it than
just getting GLib/GTK+ and WinPcap, you also will probably need a number
of other tools, unless you use a UNIX system with those tools to build a
number of files.
