\222 is indeed 0x92, and is a "close single quote" *and* it is part of
ISO 8859-1 and shows up just fine in emacs (with
(standard-display-european t) set in .emacs)

Here it is: "’"

I suspect a GTK bug if Ethereal isn't showing it properly.
