Sounds like the variant software load that DEC made for their LANbridge
100, lo these many years ago.  You may be able to find some ideas by
dredging through old issues of Digital Technical Journal.

I believe that HP also made a dedicated remote sampling box for
LANs.  They may also have published something worth reading.
