Hi,

I am looking at completing the ECN support in Ethereal by adding the small
amount of support required for the ECN field in packet-ip.c.

This requires the addition of the two bits to the IPv4 TOS field. We
currently can dissect this either as a TOS or DiffServ field.

I think that dissecting these bits as ECN only of IPv4 TOS dissection is
selected seems to be the right things to do.
