..said page saying:
Two packages of Ethereal are provided. The zip file named
ethereal-*-capture.zip contains a version that can capture
packets. In order to use this, you must also install the
WinPcap packet capture driver.
and "WinPcap packet capture driver" links to a page with a "Download"
link; if you follow that link, you see the "WinPcap Download" page for
downloading the NDIS packet capture driver for:
Windows 95/98;
Windows NT 4.0 (for x86);
Windows 2000 (for x86).
That page also has links to installation instructions for each of those
operating systems.
We do not refer to packet.dll in our documentation because, if you have
correctly installed the WinPcap packet capture driver as per those
instructions linked to from our Win32 binary package page, packet.dll
and the driver it uses will be installed for you.
Note that the WinPcap software is not maintained by the Ethereal
developers; it is, instead, maintained by people at the Politecnico di
Torino - those people do read the Ethereal mailing list, but most of the
people reading that mailing list (including me) are not developeras of
WinPcap and will not necessarily be able to answer all questions about
it.
