Should we arrange that the configure script look for a Perl that
supports the stuff we need, rather than just looking for "perl", or,
alternatively, check that the "perl" it found is Perl 5 or better and,
if not, tell the user that they need Perl 5 and point them at
"http://www.perl.org/";?
